Reform priority 10 of 14
Dissent is information
A protected process for procedural objections, and a rule that objecting is not evidence of 'high conflict.'
Stub. Model language, evidence, fiscal note, and rubric score are in drafting.
The problem
A parent who challenges a recommendation or a process risks being labeled 'high conflict,' so protest becomes evidence against the protester.
Current Ohio law
No single statute governs this. The gap is administrative and rule-based. Citations to come.
What we propose
Create a formal process for procedural objections that requires a written response, and bar treating process complaints as evidence of high conflict without independent findings.
Strongest objections, and our response
To be written. Every priority page states its best counterarguments in their strongest form.
Model language
To be drafted.
Rubric score
Pending. Scored against Articles 1–7.
